If you’re replacing an aging air conditioner with a heat pump, you’re not giving up cooling performance; you’re adding year-round heating capability to a system that already handles the cooling work.

On longevity, premature HVAC failure is typically traced to oversized equipment, poor duct design, or skipped maintenance rather than heat pump technology itself. A system that short-cycles because it was oversized wears out faster regardless of whether it’s a heat pump or a traditional split system. That’s why a Manual J load calculation (a room-by-room analysis of your home’s heating and cooling requirements based on insulation, windows, square footage, and local climate) matters before any installation. Sizing the equipment correctly is the single biggest factor in long-term reliability. What Georgia’s Heat Pump Rebates Actually Cover Right Now

The rebate landscape has changed enough in 2026 that several well-ranked online guides are giving Atlanta homeowners an inaccurate picture. Here’s what the programs actually look like at the moment.

The Federal Tax Credit Has Expired

The Section 25C Energy Efficient Home Improvement Credit covered up to $2,000 for a qualifying heat pump installation. It expired for any equipment placed in service after December 31, 2025, under the One Big Beautiful Bill Act. If you installed a qualifying heat pump in 2025 or earlier, you can still claim it on your taxes for that year. For any installation happening now, there’s no federal tax credit available. Guides that still present this as an active benefit are out of date.

Georgia’s HEAR Program Is Currently Paused

Georgia’s Home Electrification and Appliance Rebates (HEAR) program had offered up to $8,000 for income-qualified heat pump installations. The state stopped accepting new Single-Family and Multifamily applications effective 1:00 PM EST on August 14, 2026, while it works through new DOE-directed eligibility rules. There’s no announced reopening date. Homeowners who’ve seen the $8,000 figure in recent articles should know those figures reflect a program that isn’t currently accepting applications.

Georgia’s HER Program Is Still Open

Georgia’s Home Efficiency Rebates (HER) program continues to accept applications during the HEAR pause. HER is tied to Area Median Income (AMI) thresholds, with higher rebate amounts available for lower-income households. If you’re income-qualified, HER is the most realistic state-level option right now while HEAR works through its relaunch process.

Georgia Power’s HEIP Rebate

Georgia Power’s Home Energy Improvement Program (HEIP) currently lists a rebate of up to $1,500, covering 50 percent of the installed cost, for conversion to an air-source heat pump. This is a direct utility rebate, not a tax credit, and it doesn’t require income qualification. Several competing guides still cite a $1,000 figure for this rebate, but the current program page lists $1,500.

Stacking Rebates Without Losing Eligibility

A few rules determine how these programs can and can’t be combined. Getting the sequence right before you sign a contract protects your eligibility.

The most important rule: HER and HEAR rebates can’t both be applied to the same single upgrade. If HEAR reopens and you want to use it, an upgrade that already drew an HER rebate can’t be counted again. Separate upgrades in the same home (a heat pump and an insulation improvement, for example) can draw from different programs, but the same project can’t double-dip.

The Georgia Power HEIP rebate operates on a strict deadline. Applications must be submitted within 60 days of the date on the paid-in-full invoice or receipt. Miss that window and the rebate isn’t recoverable. We flag this for every customer because it’s the most common processing error we see.
